Photo Requirements by Country

Almost no country has a single photo requirement. They publish a different one per application, and the figures disagree — so the question that matters is not which country, but which form.

Why these pages are split by form

Reading the primary sources turned up 20 distinct specifications across 6 countries. 5 of those countries publish more than one, and the differences are not cosmetic: Canada asks for a file between 200 KB and 5 MB to renew a passport, and sets no minimum at all for a permanent resident card. Indonesia caps a visa photo at 200 KB and a passport photo at 2 MB. A page that gives one figure per country is wrong for most of the people reading it.

3 of these countries also require a completely unedited photo, which means no image tool — ours included — should be used to make the photo compliant. Those pages say so plainly instead of selling you a resize.
